The executive board shall, after paying or making provisions for the payment of all liabilities of the Association, dispose of all assets to such organization or organizations organized and operated exclusively for such purposes as shall at the time qualify as an exempt organization or organizations under Section 501 (c) 5 of the Internal Revenue code as the executive board shall determine.
